Council Approves Land Purchase for Edwards Ferry Improvements

Council member were asked to authorize the use of condemnation for the land rights needed for completion of the project, which will take place at the intersection of Edwards Ferry Road and the Route 15 Bypass.

The Leesburg Town Council voted 6 to 1 Tuesday night on a resolution that will allow the town to purchase and acquire land needed for right turn lane improvements for the Edwards Ferry Road and Route 15 bypass intersection.

During Tuesday’s public hearing Land Acquisition Manager Keith Wilson said land rights were needed from four landowners in order for the fully funded capital project to take place. Three were acquired.

The town council was asked to authorize the use of condemnation for the land rights needed across the remaining unapproved lot or partial land needed for completion of the project, which will include construction of improvements to the Edwards Ferry Road and the Route 15 Bypass intersection to help mitigate traffic congestion.

Improvements will consist of developing dual right turn lanes, Wilson said, for vehicles turning from eastbound Edwards Ferry Road onto southbound Route 15.

There has also been discussion on how to make the intersection safe for pedestrians who cross the congested street everyday. Back in September, town staff informed council that an intersection would be unsafe for anyone crossing it in that area. A final solution has not been made.

Prior to a vote, councilman Tom Dunn said he would not be supporting the resolution.

“I don’t agree with his project,” Dunn said. “I didn’t support it initially and I just really don’t’ feel this access lane is as safe as we could make it.”
