Guess that's what happens when you're determined to cut down every single tree in Loudoun County.

Well maintained turfgrass will intercept significantly more water, allowing it to soak in, than trees/forest land. The problem is more about hard-surfaces (roofs, streets, parking) than numbers of trees. Trees have other very significant values, turfgrass is more significant and important in protecting from runoff, intercepting and absorbing nutrients and other potential water pollutants, and protecting water quality in general.
