Town Manager Presents Proposed $94M Budget

The breakdown includes about $51 million in the General Fund, $21 million in the Utilities Fund and $22.7 million in the Capital Fund.

Town Manager John Wells met with the Town Council Monday night where he introduced the Fiscal Year 2013 budget, which includes all town governmental funds and the Capital Improvements Program through FY 2017. 

Wells said there were “very few changes” compared to last year based on a past approval by the council to have a Biennial Budget for FY 2012 and FY 2013.

As a result, Wells presented only significant exceptions or revisions that might be worthwhile to the town. There were very few, he said.  

Some of the proposed “headlines” regarding the $94M budget included:

• No change is recommended to the Fiscal Year 2013 real estate tax rate of 19.5 cents

• The equalized tax rate is 19.5 cents

• No changes in the real estate tax rate are anticipated or planned for Fiscal Year 2014

• In Fiscal Year 2012, the Airport Fund will be eliminated with the Leesburg Executive Airport included in the General Fund and the Airport Capital Improvements Program included in the Capital Projects Fund

Wells said he was “very pleased” with the budget although there will be a lot of work to do when it comes times to look at FY 2014, 2015 and beyond. The proposed budget is currently online

The first public hearing regarding the document and capital improvements program will be held at the Town Council meeting on February 28. The Town is expected to approve the budget on March 13.
