Three Charged in Loudoun Prescription Fraud Investigation

Ashburn and Leesburg resident were among those arrested in Round Hill related to an alleged scheme to obtain narcotics, including Oxycodone.

An investigation into alleged prescription fraud landed three Loudoun residents in jail over the weekend.

Officers with the Loudoun County Sheriff’s Office arrested John F. Couls, 34, of Ashburn, Susan A. Saffer, 51, of Round Hill, and Marina E. Quintanilla-Rodriguez, 24, of Leesburg, Friday night in Round Hill. The investigation is ongoing.

Couls faces a charge of obtaining narcotics by forgery, while Saffer and Quintanilla-Rodriguez each were charged with obtaining narcotics by forgery and conspiracy to obtain narcotics by forgery. Two remain in custody.

The LCSO had been investigating the theft of 15 prescription pads reportedly stolen from Loudoun Internal Medicine in February.

Two pharmacies in Loudoun alerted authorities to possible fraudulent prescriptions for Oxycodone, according to an LCSO press release. The pharmacies then assisted in the investigation. Investigators allege the suspects may be connected fraudulent prescriptions passed in Winchester, VA, and Warrenton, VA.

Members of the LCSO Vice-Narcotics Unit conducted a search via warrant Friday night at a home on the 20 block of Longstreet Avenue in Round Hill. The LCSO Rapid Response Unit and the Virginia State Police assisted.

Couls and Quintanilla-Rodriguez remain held without bond. Saffer was released on a $10,000 secured bond.

The investigation into the prescription theft and fraud remains continues and could result in further charges.
