Preview: Town Council Work Session

A traffic signal at the intersection of Battlefield Parkway and Plaza Street is one of the first items listed on Monday night's agenda.

The Leesburg Town Council will discuss the intersection of Battlefield Parkway and Plaza Street during a work session Monday night following a letter submitted by Elizabeth Whiting, chair of the Standing Residential Traffic Committee (SRTC).

Members have requested that council members consider the funding and installation of a traffic light at the intersection sooner than later. It is currently scheduled for construction in FY 2017, however the letter notes that the intersection warrants installing the traffic signal even sooner.

The committee is recommending that the council fund the traffic signal in FY 2014.

Monday night's agenda also includes discussion related to the installation of a telecommunications site within Izaak Walton Park. A current proposal calls for the installation of an antenna to an existing Dominion Virginia power pole, and the installation of a 17’ X 40’ fenced cell site within the existing utility easement. The cell site would be accessed for general maintenance via a 12’ wide gravel road to be located within the current utility easement.

The property is zoned B-3 and will require the selected bidder to acquire a Special Exception through a legislative process for such use. In addition, the selected bidder will need to secure a separate contractual agreement with Dominion Virginia Power in order to utilize one of the two existing power poles.

The Town Council will also discuss:

  • the disposition of town-owned parcels at the entrance to the town's parking garage on Loudoun Street. A motion could be made as early as Tuesday, which could include the decision to not sell the vacant properties.
  • the legislative agenda and positions statement for the 2013 Virginia General Assembly Session. The 2013 Virginia General Assembly Session will convene on Wednesday, Jan. 9, 2013. The pre-filing deadline for legislation is Monday, Dec. 3. Prior to those dates, the Town Council is expected to provide Leesburg delegation members with information on the council’s positions regarding various issues that might affect the town.

The public is welcome to attend Monday night's meeting, which will begin at 7:30 p.m. at Town Hall. It can also be seen live on Leesburg's Government Access Channel, Comcast Channel 67 and Verizon Channel 35, or by webcast.
