Council to Revisit Town Plan

Following a presentation by Senior Planner Irish Grandfield last Monday, council members agreed to discuss the Town Plan following approval of the budget.

Senior Planner Irish Grandfield met with the Town Council last Monday to go over a few details regarding the Town Plan. It is required by state law to be reviewed at least once every five years.

The long range planning document, usually a 20 to 25 year timeframe, lays out the general policies and guidance for land development in a town and provision of public services.

Grandfield said there are nine elements that cover topics including natural resources, community design and economic development. Each chapter lays out the general strategy for what needs done and how.

Last year, the Planning Commission completed an extensive, thorough review of the plan to identify policies that might be updated to better reflect current town land use and public service provision objectives. The review considered all nine elements of the Town Plan as well as seven policy maps, which resulted in the initiation of the amendment by Town Council last October. The commission certified a revised draft earlier this month.

On Monday, Grandfield said the purpose of the review was not to completely rewrite the Town Plan but to provide updates since it was originally adopted in 2005.

“It’s not heading off in a new direction in terms of policy. It’s pretty much staying the course,” Grandfield said, adding that any updates reflect things such as Town Council decisions, regulations and trends.

The Town Council agreed that they would like to hold off on addressing the Town Plan until after the budget has been approved. A work session and public hearing will be scheduled.
