Council Approves Land Purchase for Edwards Ferry Improvements

Council member were asked to authorize the use of condemnation for the land rights needed for completion of the project, which will take place at the intersection of Edwards Ferry Road and the Route 15 Bypass.

The Leesburg Town Council voted 6 to 1 Tuesday night on a resolution that will allow the town to purchase and acquire land needed for right turn lane improvements for the Edwards Ferry Road and Route 15 bypass intersection. During Tuesday’s public hearing Land Acquisition Manager Keith Wilson said land rights were needed from four landowners in order for the fully funded capital project to take place. Three were acquired. The town council was asked to authorize the use of condemnation for the land rights needed across the remaining unapproved lot or partial land needed for completion of the project, which will include construction of improvements to the Edwards Ferry Road and the Route 15 Bypass intersection to help mitigate traffic …

Creating a faster traffic flow for vehicles makes the situation for pedestrians worse. If more time and resources had been devoted to creating a better passage for pedestrians and bicycles, maybe the traffic itself would be less. Cost Increase Approved for Right Lane Improvements

The Town Council unanimously approved a change order in the amount of $11,197, which will go towards design and engineering costs for the Edwards Ferry at Route 15 Bypass.

The Town Council approved a resolution Tuesday night in regards to right turn lane improvements at Edwards Ferry Road and the Route 15 bypass. An unforeseen total of $11,197 was still needed for design and engineering, which increased the modified design contract as allowed by the Virginia Public Procurement Act and the CIP. The design contract between the town and Rinker Design Associates, P.C. was for $75.4 million. Partial funding for the project has been received from the Governor’s Congestion Relief Fund. The project includes construction of improvements to the Edwards Ferry Road intersection with the Route 15 Bypass to help mitigate traffic congestion. Improvements will consist of developing dual right turn lanes for vehicles turning…
